In this tutorial ill be using the image below.
First of all duplicate your image and set it to softlight.
When you have done that Go to effects then distoration effect and you should see curlicues.then Click it. .
After you have click it, a box should appear like the one below and change the setting same to mine .
When you have done that Use the eraser tool and rubbed the curls in the face and your finish product should be like the one below.
