In this tut ill be using the image below.
First of all duplicate the image and set it to overlay 50%.
After that go to effects then distoration effects and then you should find pixelate effect then click.
When you have click it a box should appear like the one below and set it with the same settings .
After you have done that click ok and your finish product should look like the one below.
