First of all lets start by opening Paint shop pro 8.In this tutorial ill be using Gwen Stefani.
Go to adjust and scroll down to Brightness and contrast,then click gamma correction and copy the same setting below.
Then make a new raster layer and set it to burn with 40% opacity with this colour #FDF065.
When you finish that go to layers and scroll down to merge and click on merge visible.
After that duplicate it and set it to overlay with 68% opacity.
And your done here is my final Product.
